Marijuana has been used for medicine since the 70s - at least, I knew of one study by the NIH using it with terminally ill cancer patients. I do not believe the study was ever published because various US government agencies didn't like its conclusion. I learned about it from one of the nurses.

(And no, it was not a possible cure. It was used to reduce the unpleasant side effects of the other medicines that prevented the patients from eating.)

For California, the general law is 12 baby plants. But that number can change depending on the county. For example, San Francisco works with the normal number (12), while Santa Cruz (1h away from San Fran) has chosen to allow up to 99 plants per person.

The only thing they do is fires. Like any plant, if you light it on fire or if it gets burnt by something near it, well it pretty much burns the whole place down.
